How does WhatsApp Business API pricing work?
WhatsApp Business API pricing is the set of charges that Meta applies to each message a business delivers to a WhatsApp user. The rate depends on the message category and on the recipient's country calling code. Meta has charged per message since 1 July 2025. Messages from customers to a business are free, and a partner's fee for running the account is a separate line from Meta's charge.
Does Meta charge per message or per conversation?
Meta has charged per message since 1 July 2025. Under the older conversation-based model, a twenty-four-hour thread was billed as a single conversation. That model has been retired, and every chargeable message a business delivers to a user is now counted on its own.
Only delivered messages are charged, so a message that never reaches the phone costs nothing. Messages from users to the business are free. Each message has exactly one category and is charged once, at that category's rate.
Which message categories are charged?
Meta's documentation lists five categories. Three are template messages, which can be sent at any time: marketing, utility and authentication. Utility covers messages tied to something the customer did, such as an order confirmation or a payment reminder.
The other two are non-template messages, sent only inside the twenty-four-hour customer service window that opens when a customer writes. A free-form reply from staff or from a third-party AI tool is a service message. A reply from Meta Business Agent, the AI agent Meta offers to businesses, is a separate category. It has been charged by the number of tokens used since 1 August 2026.
Content decides the category. A promotion added to an order update makes the template marketing, and a basket reminder is marketing even when the customer asked for it. Meta reviews categories and updates them automatically.
- Marketing: promotions, offers, abandoned-basket reminders.
- Utility: order confirmations, delivery updates, payment reminders.
- Authentication: one-time passcodes.
- Service: free-form replies written by staff or a third-party AI tool.
- Meta Business Agent: replies from Meta's AI agent, charged by tokens.
What changed on 1 October 2026?
On 1 October 2026 Meta started charging again for two kinds of message that had been free. The first is service messages, free since 1 November 2024. The second is utility templates sent inside an open customer service window, free since 1 July 2025.
On the same date every business phone number received 1,000 free service messages a month. Each service message after that is charged, and unused messages do not roll over. Meta says the service rate in each market matches the utility and authentication rate, with no volume tiers.
Where a messaging account has no payment method, Meta stops delivering service messages once the free tier is used up. Eligible government bodies and non-profit organisations keep free service messages beyond the monthly tier until 31 December 2027.
Which messages are free?
Meta's documentation names two general cases in which a business message is free. The first is the free entry point window. It starts when someone messages a business from a Click to WhatsApp ad on the Android or iOS app. If the business replies within the customer service window, that reply is free and opens a free entry point window.
That window can stay open for up to 7 days. While it is open, marketing, utility, authentication and service messages are free, but Meta Business Agent replies are still charged. Conversations started from the desktop or web app do not open it. The second case is the monthly allowance of 1,000 free service messages per number.
Why do rates differ by country?
The rate follows the recipient's country calling code, so a Dutch business writing to a UK number pays the UK rate. The business's own location matters only for the authentication-international rate. Meta applies that rate in certain markets to eligible high-volume senders based elsewhere.
As of 1 October 2026 the rate card lists 47 markets, 39 named countries and 8 regions. The Netherlands (+31) and the United Kingdom (+44) have their own rates. Countries not named on the card pay their region's rate. Meta raised its UK marketing rate on 1 July 2026.
The billing currency is chosen when the messaging account is created, and euro and pound sterling are among the options. Meta changes existing rates only on 1 January, 1 April, 1 July or 1 October. It gives at least a month's notice of rate changes and six months' notice of a new pricing model.
Is the partner's fee separate from Meta's charge?
Meta's charge is the per-message rate. The partner that runs the API account sets its own fee for services such as the inbox, integrations and support. Meta's documentation lists several partner types, including Solution Partners and Tech Providers.
Who sends the invoice depends on the type. With a Tech Provider, the business adds its own payment method; Meta bills it for messages and the partner bills for its services. A Solution Partner can instead extend its credit line, so the business pays the partner and the partner pays Meta.
A quote should therefore show Meta's message charges and the partner's fee on separate lines. Where a third-party AI tool writes the replies, the AI provider usually bills for that usage separately as well.
How can you lower the cost legitimately?
The first step is putting each template in the right category. A sales line added to an order update turns a utility message into marketing. Meta warns accounts that keep labelling marketing templates as utility, then caps their utility sending and moves their approved utility templates into marketing.
The second is using the free allowances and volume tiers. Utility and authentication messages get lower tiered rates as monthly volume grows. Tiers count the charged messages of every account in the business portfolio for the same market and category, and reset each month.
The third is cutting unnecessary messages, since every chargeable message is billed on its own. Businesses sending marketing through the Marketing Messages API can cap the price per delivery with the max price feature. It has been in open beta since 1 October 2026.
- Keep promotional language out of utility templates.
- Run conversations from Click to WhatsApp ads inside the free entry point window.
- Plan around the 1,000 free service messages per number each month.
- Track the volume tiers for utility and authentication.

WhatsApp Business API pricing Frequently asked questions
No. Meta charges for each message a business delivers, while messages from customers are free. Every business number gets 1,000 free service messages a month. Any fee from the partner who runs the account comes on top of Meta's charges.
Not always, since 1 October 2026. Free-form replies inside that window are service messages and are charged once the monthly 1,000 are used. Utility templates sent in the window are charged too. The free entry point window from Click to WhatsApp ads is the exception.
Meta publishes its rate cards and volume tiers on its pricing page, as CSV and PDF files for each currency. Before setting anything up, it is worth estimating your monthly messages by category against that table.
Yes. Meta requires opt-in before a business messages anyone, and the opt-in has to name the business. Where you rely on consent under the GDPR, you must be able to show that each person gave it. Withdrawing consent must be as easy as giving it. Anyone who objects to direct marketing has to be taken off the list.
If a third-party AI tool writes the reply, Meta charges it as a service message and the AI provider bills for its usage separately. A reply from Meta Business Agent carries one token-based charge that covers both the AI processing and the delivery.
