ChatGPT ads management means setting up, measuring and running campaigns in OpenAI's Ads Manager. Ads appear below a ChatGPT answer, labelled as sponsored and kept apart from it. According to OpenAI, ads do not influence ChatGPT's answers. Testing started in the US on 9 February 2026. Press reports say the UK followed in August 2026, alongside Mexico, Brazil, Japan and South Korea. Which conversation an ad appears in depends on the context, the landing page, the ad copy and the advertiser's context hints. Search keyword habits do not carry over one to one.
How do you run ads in ChatGPT? The short route has five steps. First, open an account at ads.openai.com; OpenAI calls this route self-service. Second, install the measurement pixel, connect the Conversions API and add UTM tags to landing page URLs. Third, choose the campaign goal: views, clicks or conversions. Fourth, write context hints and a maximum bid for each ad group. Fifth, add the headline, description, image and landing page. The legal entity that advertises and is billed must be based in a listed country. The UK and the Netherlands are both on that list.
The audience has clear limits. Ads appear only for users on the Free and Go plans. Plus, Pro, Business, Enterprise and Edu accounts see no ads. OpenAI does not show ads to accounts identified as belonging to under-18s. Ads are kept away from sensitive conversations, such as personal health. Personalised ads are not initially available in the European Economic Area or Switzerland. Budget goes live before measurement
The campaign starts before the pixel and the Conversions API are in place. Ads Manager counts impressions and clicks. Which click became an enquiry, a call or a sale stays invisible. A few weeks in, the spend is known and the return is not. Decisions fall back on guesswork.

Context hints are treated as keywords
Search habits lead to context hints written as single keywords. OpenAI says hints guide matching but are not exact-match keywords. They do not promise delivery in any given conversation either. The conversation itself, the landing page and the ad copy also carry weight.

The landing page ignores the question
A user asks a long, specific question and reads a detailed answer. The ad click then lands on a generic home page. The answer to their question is nowhere on it, so they leave. Yet the landing page is one of the signals OpenAI lists for matching.

Category limits are found too late
During the test, only some categories can advertise. A private clinic, or a law firm outside the US, can still open an account. Copy is written, images are made, and the ad then runs into the policy. The work is wasted because eligibility was not checked first.

Property ads cross the listing line
Ads aimed at a specific home for rent or sale are not allowed. An ad for an estate agency or lettings service can run if it shows no listing. A campaign built around one flat's page breaks that rule. The copy, images and landing page then have to be redone.

The EEA plan assumes missing signals
Personalised ads are not initially available in the EEA or Switzerland. A plan copied from elsewhere may count on signals from past chats that are not used there. Where ads run in the EEA, the conversation, the copy and the landing page carry the matching.
Scope of the build
Measurement comes first
No budget goes live until measurement works. The OpenAI measurement pixel goes on your site, and the Conversions API is connected. UTM tags are added to landing page URLs; OpenAI says they persist on ad clicks. ChatGPT traffic then shows separately in your existing analytics. Visitors who decline cookies are left out, as consent rules under the GDPR require, and the gap is reported.
Category and policy check
Before the campaign, your business category is checked against OpenAI's ad policies. Copy, images and the landing page go through the same check. No unsupported comparison, exaggerated result or fake endorsement is written. If something does not fit, you hear it in writing before any budget is spent.
Context hints drawn from real questions
Each ad group gets context hints that describe the conversations, topics and words where your service fits. We draw them from the questions your clients actually ask on sales calls. Hints are not exact-match keywords and do not promise delivery. Their effect is therefore read from the weekly figures.
Landing pages that continue the conversation
The ad appears below the answer to a specific question. The landing page picks up that question. The answer, how pricing works and the next step sit on one page. It loads fast and reads well on a phone. The page makes the same promise as the ad, in the same words.
Ad units and copy variations
An ad unit has the advertiser name, favicon, headline, description, landing page and image. Headline and description variations follow your brand guidelines. Every variation goes to you for approval before launch. Text you have not approved does not go live.
Campaign goal and bids
The campaign goal is views, clicks or conversions, chosen for the job at hand. Conversion campaigns use oCPC, which still bills per valid click. The maximum bid is set per ad group. For click campaigns, OpenAI's own suggestion is to start with a maximum bid of 3 to 5 US dollars.
Weekly figures, account in your name
Every week we report spend, impressions, clicks, click-through rate, conversions and cost per conversion by campaign. Each ad group we scale up or pause comes with a written reason. The ad account is opened in your name, and you pay the budget to OpenAI directly. Our management fee is never a share of your spend.
